The decision-making institutions that conservationists seek to influence, then, are not neutral. Even democratic states are not waiting on competing interests to persuade them on the merits of issues. Officials are responsive to their own interests, to the particular coalition of interests that put them in power and on which they depend to keep power, and to the requirements of maintaining the system of power relationships from which they benefit. These institutions – state, business, and theocratic entities – take sides and they have an unmatched capacity for coercion and violence.

Jacques Ellul (1972: 146, 180) argues that its seductiveness lies in making the complex simple and not asking people to think. By providing a ready-made worldview – often by taking vague notions targeted audience possess and transforming them into something focused – propaganda reinforces intellectual laziness and discourages reflection. Propaganda also seduces by offering individuals the ‘‘opportunity’’ to experience life vicariously through a leader or cause; great historical events can be embraced without having to take on the responsibilities of decision making and its consequences (at least immediately, anyway).

Some conservationists do not see an essential contradiction between continued growth and conservation, either because they have limited goals or think ‘‘ecological modernization’’ is the future.
